The CLARITY Act Has 32 Days Left β€” Here Is What Needs To Happen Before August 7

The CLARITY Act has a deadline now. August 7 has emerged as the last realistic date for the bill to clear the Senate before lawmakers leave for their summer recess β€” a window that spans roughly three usable weeks after Congress returns from its current break on July 13. Miss it, and the legislation almost certainly slips into 2027.

The CLARITY Act’s Biggest ProblemΒ 

Eleanor Terrett of Crypto In America reported that despite the urgency, little has emerged publicly to suggest meaningful progress on the handful of unresolved issues still blocking the bill from reaching the Senate floor.Β 

The most visible of those problems is ethics. No agreement has been reached on provisions that would restrict government officials from profiting off digital assets β€” and the pressure to include such language has intensified following Trump’s financial financial disclosures, which revealed he generated more than $1 billion in crypto-related income in 2025.

Senator Kirsten Gillibrand of New York renewed her call on Friday for ethics rules inside the CLARITY Act that would bar the president, members of Congress, and their spouses from issuing or sponsoring digital assets.Β 

The proposal drew pushback from BitGo CEO Mike Belshe, who argued that ethics rules targeting crypto specifically miss the point β€” the problem is politicians’ conduct, not the asset class itself, and any restrictions should apply equally across all investment categories.

The two Democratic senators who voted to advance the CLARITY Act out of the Senate Banking Committee in May β€” Ruben Gallego of Arizona and Angela Alsobrooks of Maryland β€” have both said their continued support depends on a strong ethics agreement being reached before a floor vote.Β 

Both reacted to Trump’s financial disclosures. “Trump is using the presidency to profit off the American people,” Gallego wrote on X (previously Twitter). “I’ll keep doing everything I can to crack down on his corrupt crypto dealings.”Β 

Alsobrooks told reporters that Trump and his family are “the most corrupt we’ve ever seen in the White House” and that an ethics provision is “desperately needed.”

Four Steps To Becoming Law

As CryptoDepth reported last week, two law enforcement organizations β€” NOBLE and the Major County Sheriffs of America β€” shifted their previously skeptical positions toward the bill, with NOBLE formally endorsing it and the sheriffs moving to a neutral stance.Β 

Those developments were seen as meaningful progress on one of the bill’s other major sticking points. But they have not resolved the ethics question, which remains the most politically charged obstacle between the bill and a floor vote.

Terrett said that negotiations are expected to continue this week ahead of the July 13 return. If the remaining issues are resolved in time, the CLARITY Act could reach the Senate floor as early as the week of July 20.Β 

From there, four procedural steps still stand between the CLARITY Act and becoming law β€” Senate floor debate, a 60-vote cloture threshold requiring at least seven Democratic votes, reconciliation between the differing Banking and Agriculture Committee texts, and a presidential signature.

Galaxy Digital currently puts the odds of passage this year at 50-50, down from 60% in June. The firm has said a floor commitment from Senate leadership before the end of July would push that estimate back toward 60% or higher. Continued silence into mid-July would push it lower.Β
