CLARITY Act Gets New Push From Trump β€” Lindsey Graham’s Legacy Is Now Part of The Fight

President Donald Trump used the death of Senator Lindsey Graham to push the Senate on the CLARITY Act Monday, posting on Truth Social that the chamber should pass the crypto market structure bill in the late South Carolina Republican’s honor.Β 

Trump’s CLARITY Act PushΒ 

“In honor of Senator Lindsey Graham, a big supporter, the US Senate should pass the Clarity Act,” Trump wrote, adding a warning about China’s ambitions in both crypto and artificial intelligence.Β 

“China, and many other countries, would like to take complete and total control of this major financial ‘happening,’ as well as A.I., where we are now leading, but where they are fighting hard. Don’t let China win on either subject!!!” Senator Cynthia Lummis, one of Congress’s most vocal crypto advocates, responded directly on X (Previously Twitter):Β 

Couldn’t agree more with POTUS. Senator Graham was a good friend of mine and was passionate about ensuring that American leadership stayed at the forefront of everything β€” including digital assets. Let’s get Clarity passed and to President Trump’s desk.

Lummis has been among those warning that this legislative window may be the last realistic opportunity to pass the bill before 2030, cautioning that if Congress flips after the 2026 midterms, crypto policy could fall to lawmakers far less sympathetic to the industry.

Trump’s post landed on the same day Congress returned from recess, with key negotiations still ongoing and the bill’s fate still unclear. Kristian Smith, president of the Solana Policy Institute, offered a cautiously optimistic read.Β 

“Nothing in Congress is ever certain, but I’m confident we have a real path to getting the Clarity Act signed into law,” she told Crypto In America. “With members returning to the Capitol this week and updated bill text taking shape, momentum is certainly building toward a floor vote.”

Galaxy Digital head of research Alex Thorn, on the other hand, has grown increasingly cautious, cutting his estimated odds of passage to 50% last month after citing the shrinking legislative calendar and unresolved outstanding issues.Β 

“The next four weeks are likely Clarity’s last chance to pass in the 119th Congress,” Thorn said. “If we don’t pass Clarity into law, innovation will continue abroad and America will be left behind.”

Three Issues Blocking The LegislationΒ 

As CryptoDepth has reported over the last month, three core disputes continue to block a full Senate floor vote. The ethics provision remains the most politically charged β€” Democrats are demanding enforceable language barring government officials from profiting on digital assets, a demand that has intensified since Trump’s financial disclosure revealed more than $1 billion in crypto-related income last year.Β 

The Blockchain Regulatory Certainty Act provision, which shields non-custodial software developers from being classified as money transmitters under the CLARITY Act, remains contested by law enforcement groups.Β 

And the stablecoin yield question β€” whether the bill’s language creates a loophole allowing crypto platforms to pay interest-equivalent returns outside the GENIUS Act’s framework β€” has drawn objections from major banks including JPMorgan.Β All three need resolution before the CLARITY Act can move to a floor vote. The window to do it closes in roughly four weeks.
