The US And UK Just Released New Crypto Plan β€” Here Is The 10-Point Roadmap Behind It

On Tuesday, the United States and the United Kingdom published a joint crypto roadmap detailing how the two countries intend to collaborate on stablecoins, tokenized securities, and digital finance.

The document, produced by the Transatlantic Taskforce for Markets of the Future, does not introduce new rules. Instead, it identifies the areas where regulators on both sides of the Atlantic intend to work to reduce friction for cross-border digital activity.

What The Roadmap Says About StablecoinsΒ 

Stablecoins are the centerpiece of the crypto roadmap. Both governments said they plan to enable stablecoin use in cross-border payments, settlement, and capital markets β€” and set out several conditions for how that should work.Β 

Stablecoins held out as money must be fully backed at least one-to-one by high-quality liquid assets, with reserves kept separate from an issuer’s own funds and protected for holders.

On regulation, both sides committed to pursuing comparable outcomes for comparable risks β€” a signal that neither country plans to impose requirements so different from the other’s that cross-border stablecoin activity becomes impractical.Β 

Neither government, the document states, intends to impose reserve requirements disproportionate to risk or that would create barriers to entry.

The crypto roadmap also addresses what happens when things go wrong. Both governments said they plan to establish frameworks that provide stablecoin holders with a clear legal claim to reserves in the event of an issuer’s insolvency. They also said that cross-border insolvency proceedings should be coordinated internationally.

Crypto Frameworks Are MovingΒ 

Beyond stablecoins, the joint document covers tokenized securities and digital finance infrastructure more broadly. Regulators from both countries are planning to explore common approaches to settling tokenized securities and whether stablecoins or tokenized money market funds could serve as collateral in financial markets.Β 

The roadmap also calls for easier cross-border capital raising and closer cooperation on derivatives oversight, market data transparency, and international accounting standards.

For context, the UK’s Financial Conduct Authority has already finalized a mandatory framework for crypto trading platforms, custodians, and stablecoin issuers, with full implementation set for October 2027.Β 

Decentralized finance (DeFi) remains the one area the FCA has not yet addressed β€” guidance there is expected later this year with no confirmed timeline.

In the United States, the picture is less certain. The CLARITY Act β€” the crypto market-structure bill that would give the roadmap’s ambitions a domestic legal foundation β€” remains stalled in the Senate with three disputes still unresolved.Β 

The stablecoin yield provision, the ethics language tied to President Trump’s crypto holdings, and the debate over Section 604 developer protections have hindered the bill’s passage. August is the last realistic month for the bill to pass before the Senate goes on recess.
